Overview:
Bilingual or dual-language programs in international schools offers opportunities and challenges to school leaders and teachers, especially for those whose previous experiences have been in English-language school settings. This workshop is divided into two days: (a) underpinning bilingual education and (b) setting bilingual education in motion. Day I concentrate on the essentials for establishing and maintaining coherent bilingual education policies and programs. Day II focuses on the pedagogical competencies for bilingual education implementation. Two interactive days leave participants with how to ideas and tools when working in bilingual or dual-language education programs in international schools.
AGENDA::
DAY I: Paradigms, Policies, & Programs

EXPLORE the underpinnings of bilingualism, bilingual learners, and bilingual education or dual-language paradigms and policy frameworks;

ACCESS knowledge and skills leaders and teachers need to have to implement coherent bilingual or dual-language education programs which provide the intensity, continuity, and length of time that bilingual learners need to attain high levels of bilingual proficiency while achieving academically;

ENGAGE in problem-solving conversations to disentangle situational, operational, and outcome factors of bilingual or dual-language education paradigms, policies, and programs;

EXPRESS how and why bilingual education or dual-language education programs differ when working with a language-majority population in an international-school setting (vs. working with language-minority or immigrant populations in English-speaking countries like the U.S., Canada, UK, etc.);
DAY II: Pedagogy, Practices, & Partnerships

ACCESS information on principles, approaches, and models for bilingual education pedagogy, including biliteracy practices and translanguaging

ENGAGE in deep dive discussions using simulated scenarios and self-assessment ‘competency’ checklists

EXPRESS specific actions for linguistic and cultural responsiveness for instruction and assessment in bilingual or dual-language education settings

Reflect on partnerships for sharing responsibility and advocating for bilingual learners in bilingual or dual-language education schools

Dr. Virginia Pauline Rojas
Virginia Rojas, Ed.D. Conducts professional training on effective programs and strategies for English learners from pre-school through grade 12 for ESL and classroom teachers alike.

As an ASCD faculty member, Dr. Rojas uses the backwards design curriculum model to help teachers design high-challenge, high-support learning experiences for strengthening English learners' second language proficiency and academic achievement.

She provides professional development trainings, job-embedded coaching and demonstration lessons, and conducts linguistic audits of EAL (English as an Additional Language) program. She has worked in over 200 international schools throughout the world as well as with school districts in the US and Canada.

Dr. Rojas is the author of Strategies for Success with English Language Learners: An Action Toolkit for Classroom and ESL Teachers published by ASCD (2007) and of Educating English Language Learners: Connecting Language, Literacy, and Culture (2010), ASCD DVD Series.
